The 9 Quality Standards

Children's Homes (England) Regulations 2015 · Schedule 1

1

Quality and Purpose of Care

Regulations 5 & 6

Care that genuinely matches what the statement of purpose says the home provides.

2

Children's Views, Wishes and Feelings

Regulation 7

Children consulted meaningfully — and their views visibly changing what happens next.

3

Education

Regulation 8

Every child's education actively monitored, with a current and reviewed PEP.

4

Enjoyment and Achievement

Regulation 9

Activities and opportunities shaped by each child's own interests, not a generic timetable.

5

Health and Well-being

Regulation 10

Physical and emotional health given equal weight, with outcomes acted on.

6

Positive Relationships

Regulation 11

Staff who understand each child's behaviour and adapt their approach over time.

7

Protection of Children

Regulation 12Limiting

Concerns referred without delay, and risk assessments kept specific and current.

8

Leadership and Management

Regulation 13

Oversight that identifies real issues and drives action, evidenced in Reg 44 and 45.

9

Care Planning

Regulation 14

A current, individual care plan that is genuinely being followed in practice.

Standard 7 is a limiting judgement. Serious weakness in safeguarding can result in an Inadequate overall grade, however strong the other eight are.
